Yes, I understand these women are being punished and have to serve time, but to make them work in an unhealthy amount of heat can be bad.

I think it was a one-time documentary. It was well done in my opinion. As a note, keep in mind those girls weren't 'made' to work in that heat. Arpaio's Chain Gang is COMPLETELY voluntary and actually a privilege to be involved. I know that probably sounds crazy, but it's something people probably wouldn't understand unless they have served time themselves. Not only do the women gain a sense of responsibility and self-worth by working hard, but they also earn time off their sentence and other privileges.
