As Prue recalls her mother Patty’s death in a lake, she witnesses the death of a Ranger, who is thrown from his boat. Prue attempts to rescue him, but it stopped by a man who tells her it’s too late. Prue believes the Ranger’s death is related to their mother's drowning. The witches head back the lakeside summer camp, which is going to be reopening. They talk to Mrs. Johnson, who is later pulled into the water by the Ranger.
The witches learn the man who stopped Prue from helping the Ranger is named Sam. They search his trailer and find a newspaper clipping that refers to Sam as ƒTeacher of the Year, 1872.≈ Suddenly Leo appears, telling the witches that Sam was their mother’s White Lighter.
The witches are angry with Leo for keeping this information from them. The witches hear Mrs. Johnson crying for help, but are unable to save her. Later, they confront Sam, who tells them the demon is made of water, and can think like a human. He then douses the witches with a powder to make them forget all they have learned about the lake. The next morning, Leo is concerned when they have no recollection of previous events.
Meanwhile, Piper finds old love letters from Sam to Patty, and realizes he was in love with their mother. When the witches confront Sam, he admits he did love her, and blames himself for Patty’s death because he failed to save her from the demon. Prue asks Phoebe to relive their mother’s last moments to learn how she was going to vanquish the demon; Patty was going to electrocute him.
In a scene reminiscent of their mother’s death, Prue walks the dock with Sam, holding electric cables. The demon rises from the water. Sam jumps in front of Prue and the demon envelops him. Sam then grabs the cables, and Prue electrocutes him, destroying the demon. Sam dies in Prue’s arms.
